
Network = The underlying network provider is the company that runs the mobile phone network. In the UK there are 4 network providers. Several suppliers use each of these underlying networks.
Supplier = The company that you pay your bill to. There are 13 of these in the UK. Including if you go direct to the network provider and use them as a supplier.

You can see from the table that you can switch suppliers but still stay with the same underlying network. People often do this if they get good reception at home or work on a particular network.
